CUBA UNVEILS HISTORIC TOURISM REFORMS: Fights back against U.S. chokehold

As tourism to Cuba continues to languish amid the economic chokehold imposed by the Trump administration, the country’s government has officially introduced a sweeping regulatory overhaul designed to expand private management, foreign investment, and business diversification across the tourism sector.

Aimed at modernizing the island’s business model, the “groundbreaking” provisions will create unprecedented opportunities for travel professionals, international partners, and vacationers seeking richer, more diverse authentic experiences, says the Cuba Tourist Board.

The CTB says the new framework moves beyond traditional models by introducing flexible business structures, including leasing, usufruct rights (a legal arrangement allowing a person to use and benefit from someone else’s property temporarily without owning it), and real estate acquisition options for foreign investors and diaspora communities in key destinations like the northern keys, Old Havana, and Trinidad.

Consumers would benefit from modernized accommodations, upgraded amenities, and revitalized heritage zones that blend historic charm with contemporary comfort.

“We are very optimistic,” said Gihana Galindo, director of the Cuba Tourist Board in Toronto. “These historic reforms mark a defining milestone that empowers our industry to become more sustainable and resilient.

“By expanding private management, welcoming fresh international investment, and diversifying everything from boutique travel agencies to specialized ecotourism and marina projects, we are unlocking unprecedented opportunities.”

She continued: “This evolution directly benefits our valued travel trade partners and global travellers by elevating service quality, broadening authentic experiences, and ensuring that Cuba remains a must-visit destination for years to come.”

Key highlights of the regulatory expansion include:

  • Diversified Travel Agency & Booking Models: Authorization for joint ventures, fully foreign-capital companies, and non-state entities to establish travel agencies, alongside officially certified private tour guides and sales agents, ensuring a wider array of specialized and curated itineraries for travelers.
  • Enhanced Mobility & Car Rentals: Broadened authorization for vehicle rental operations involving state, foreign, and private management actors to streamline transportation logistics across the island.
  • Marinas & Specialized Ecotourism: New joint venture and leasing frameworks for tourist marinas, coupled with attractive tax incentives for developers launching ecotourism and niche travel projects, paving the way for sustainable, nature-forward adventures.
  • Modernized Financial Infrastructure: The establishment of an online corporate bank tailored to the tourism sector with international connectivity, ensuring smoother transactions and business operations for international partners.
